Dublin City Council is the lead local authority for the National Building Control and Market Surveillance Shared Services Office (NBCMSO). The objective of the NBCMSO is to promote a culture of compliance with the Building and Construction Products Regulations in an industry marked by rapid changes in technology and processes. The NBCMSO provides oversight, support and direction for the development, standardisation and implementation of building control legislation in the state and has responsibility for the development and management of the Building Control Management System, the online administration system for building control in Ireland. In addition, the NBCMSO provides oversight, and coordination of Ireland’s National Market Surveillance Strategy.
The primary focus of the office is to deliver National Building Control Management Project (NBCMP).
The regulatory framework under which the office operates include the Building Control Acts 1990-2014, (NBCO) and Construction Products Regulations EU 305/2011 (S.I. No. 225 of 2013 as amended by S.I 217 of 2023 (NMSO).
Collaboration is through a National Steering Group, supported by the three Regional Building Control Committees (Eastern and Midlands, Northern and Western, and Southern) via an Advisory Committee made up of relevant stakeholders (Department of Housing, Local Government and Heritage (DHLGH), the Construction Industry Council (CIC), National Directorate for Fire and Emergency Management (NDFEM), Building Control Authorities and the Chief Fire Officers Association). Specialist “working groups” are assembled by the Advisory Committee from time to time from relevant internal and external sector stakeholders. The office reports to the CCMA (HBLU Committee and National Steering Group), the LGMA (Board, PMO & ICT and the PSROG.
